CIVITAS PORTIS

Testing innovative and sustainable urban mobility solutions in five European port cities; 5 living labs in which to develop and implement a vision of sustainable mobility to increase social and functional cohesion between urban centres and ports, driving economic growth and improving the attractiveness of urban environments.

These were the aims of the CIVITAS PORTIS project involving five cities located on the North Sea (Aberdeen and Antwerp), the Mediterranean Sea (Trieste), the Black Sea (Constance) and the Baltic Sea (Klaipeda).

 

The specific objectives of the project were:

  • Improve governance arrangements to strengthen cooperation between cities and ports
  • Create more sustainable and healthy urban and port environments
  • Define more integrated transport infrastructure and mobility systems
  • To improve the efficiency of urban freight transport.

 

The Municipality of Trieste, the Port Network Authority of the Eastern Adriatic Sea (Port of Trieste), AREA Science Park, Trieste Trasporti and the University of Trieste participated in the CIVITAS PORTIS project with the aim of

  • Integrate, from the point of view of mobility, the port and the city, with a special focus on Porto Vecchio, which has recently become municipal property and represents an extraordinary opportunity for cooperation and development
  • Improve the accessibility of the coastal area connecting the Porto Vecchio and the Porto Nuovo
  • Support the development of the cruise market with sustainable urban mobility options for tourists.

 

To pursue these objectives, the City of Trieste has implemented the following measures

  • Drafting a Sustainable Urban Mobility Plan (SUMP), including the Porto Vecchio area
  • Creation of a transport IT platform with the dual function of providing information on the development of the Porto Vecchio and real-time information on traffic conditions
  • Creation of a multi-government technical office for the development of the Old Port
  • Promotion of soft-mobility
  • Carrying out a feasibility study for the introduction of an innovative/hybrid public transport system
  • Promotion of cycle and pedestrian mobility for cruise passengers
  • Promotion of electric mobility
  • Development of an integrated parking management system
  • Traffic monitoring and access control
  • Coordination of goods movement
  • Regulation of access to port areas.

 

CIVITAS PORTIS was funded under the European Framework Programme for Research and Innovation Horizon 2020.

The project started on 1 September 2016, with a duration of 48 months, and ended on 31 August 2020.
