ITALMED
The Friuli Venezia Giulia Region has set up a project to improve the computerised control system for the huge quantities of potatoes arriving from Egypt in the port of Trieste to be sorted throughout Europe. The computer system, which does not replace administrative procedures and official certificates, makes it possible to manage in real time the technical documentation accompanying the goods in transit, directly at the national entry points. This experience, with the active contribution and assistance of the Trieste Phytosanitary Control Service, has demonstrated the potential for improving the planning of entry controls, together with the implementation of the efficiency and effectiveness of the system itself.
The project, which was completed in 2011, was implemented within the Italmed programme, which concerns regional decentralised cooperation with Mediterranean Africa and is part of the international policy strategy that the regional administration is pursuing within the Adriatic-Ionian macro-area and the consequent connections with North African territories.
Project Description:
Objectives
- Improvement of economic and trade relations between Italy and the countries on the southern shore of the Mediterranean
- Activation of international cooperation actions to improve the penetration capacity on European and Western markets of the typical productions of the countries of the Southern shore of the Mediterranean, in particular with regard to the development of integrated transport and goods sorting services for the supply chains identified in line 2.1.
- Transfer of know-how and technologies with particular reference to the sectors identified by line 2.1
- Harmonisation and integration of the different procedures and regulations underlying the handling, handling and storage of goods, the management of information and communications concerning their transport bringing them closer to European standards.
Activity
- Reconstructing the state of the art on project hypotheses and recurring relationships between Italy and partner countries
- Feasibility studies and pilot projects for the implementation of integrated logistic transport systems linked to the main production chains
- Mutual knowledge activities (missions, workshops, meetings) with partner countries for the activation/improvement of scheduled sea and air connections
- Training, technical assistance and transfer of sectoral knowledge
Results
- Creation of a database to support the implementation of the project
- Reorganisation of some logistics and transport processes by districts and/or production chains
- Aggregation of small operators to increase efficiency in flow management
- Acquisition of more skills and development of Information & Communication Technology (ICT) in goods transport
- Rationalisation of port and logistics activities, simplification of customs procedures, increased security in ports
