ACCESS2NAPA
The Action ‘ACCESS2NAPA’, cofinanced by the CEF (Connecting Europe Facility) Programme, is part of the Global project, which aims at supporting the expansion and further increase of the Northern Adriatic Sea route, via the work of North Adriatic Port Association (NAPA) set up in 2010 among the port authorities of Ravenna, Venice, Trieste, Koper, and Rijeka.
According to the NAPA Development Plans, the North Adriatic ports intend to cooperate and coordinate their activities to foster the development of their port infrastructures, to attract more traffic in the North Adriatic Sea and to strengthen the connections of NAPA ports into the TEN-T Core Network, mainly Baltic-Adriatic Corridor and Mediterranean Corridor, which they are part of.
The main challenges that NAPA ports face are physical limitations on the maritime side (sea depth, basin’s width, navigability, etc.). As a result, providing a suitable maritime infrastructure in order to guarantee proper accessibility to the ports according to vessels’ needs is a crucial task for the future of NAPA ports. Safety, security, multimodality and efficiency measures for ports’ operations shall be implemented on the berthing locations and on the navigability side.
Moreover, in each NAPA port the last mile connections should be further developed in order to support the ports to improve their competitive position in a sustainable way.
Within this context, the Action ‘ACCESS2NAPA’ is focused on supporting the development of NAPA ports as efficient and sustainable entry and exit points for goods. To reach this purpose, the Action will focus on studies to improve the maritime accessibility to the NAPA ports and to increase the intermodality of transport between rail and the maritime modes of transport, thanks to better land connections.
The Action is developed within the common framework of the NAPA Development Plans as stated in the Memorandum of Understanding to “strengthen and improve the performance of each NAPA port”, signed in Venice on 16/12/2013.
In particular, these studies will help to complete the projects located on the Mediterranean and Baltic Adriatic TEN-T Corridors (in the ports of Ravenna, Venezia, Trieste and Koper) to foster the integration into the European transport network and to reach their full potential by 2030.
The Main objectives of the Action are:
- Improvement of the maritime accessibility to the ports involved in the Action;
- Improvement of the land accessibility to the ports involved in the Action;
- Contributing to the decarbonisation of the maritime activities in the ports of Ravenna and Trieste.
In particular, the beneficiaries will carry out all the necessary studies and designs to start works by the end of 2024, such as cost benefit analysis, environmental studies, final detailed designs and executive designs. Moreover, the ports of Trieste and Ravenna will prepare project designs for the installation of On-shore Power Supply (OPS) for ships at berth.
